The Milwaukee Journal-Sentinel filed suit against the city of Milwaukee and the Milwaukee Police Department after the department and the city refused to release “Use of Deadly Force Reports” on officer-involved shootings in 1994 & 1995, as requested by reporter Anne Bothwell. The trial court ruled for the newspaper and the ruling was upheld by the Court of Appeals in Madison, WI, in December, 1996.279
